The procurement is related to the Project “LIFE TIRE2TIRECYCLE”, which is co-financed by the European Union LIFE Programme, Grant Agreement LIFE ENV/IT/000496. More detailed info in General Procurement Notice.

This notice aims at reducing time limits for receipt of tenders: interested operators must inform the contracting authority of their interest in the contract, as the contract will be awarded without publication of a further call for competition. Access to the procurement documents is restricted, additional information can be obtained by contacting the main email address (elsy-acq@pec.intercom.it). Tenders must be submitted to the abovementioned address; proposals shall be submitted in English or Italian no later than 10/01/2022.

Scope of the procurement is the realization of a Batch-off system to cool and treat a seamless rubber sheet of dimensions 750mm x 8mm, complete with palletising system, the machineries should be dimensioned properly to withstand a throughput rate of 2,500kg of rubber per hour.

The only currency accepted for tendering and the subsequent contract is EUR, all payments will be in EUR.

The scope of procurement ultimately shall be installed in a manufacturing plant in Germany. In order to allow the operations necessary to integrate and complete the overall implementation of the machineries for action B3, the delivery of the scope of supply will be at Electronic Systems premises in Momo, Novara, Italy.

Price is not the only award criterion. Quality requirements are strict and weighted accordingly; also, proved experience in the application field (or relatable application) is of high importance during evaluation, which will be carried out by the Contracting Authority project management unit.

Award criteria:
a) Specific experience of the Contractor related to the assignment [10 points]
b) Adequacy of the proposed tender, workplan and post-assistance [30 points]
c) Qualification and competence of the key staff [ 5 points]
d) Cost effectiveness in relation to the scope of procurement [15 points]
Total: 60 points

The minimum technical score required to pass is 25 points.

This contract is not divided into lots and it is not subject to renewal. This contract will conclude its validity after the successful completion of the scope of procurement by fulfilling all the requirements described in the detailed scope description.

Confidentiality: to protect the high level of innovation and the proprietary design of the machineries in the process, the contractor agrees with the obligation to sign an NDA with, and drafted by, Electronic Systems.

Detailed description of the procurement:

The Batch-off system primarily must cool a seamless rubber sheet, dimensions 750mm x 8mm, from 100°C to 25/30°C: the cooling capacity must withstand a throughput rate of 2,500kg of rubber per hour. The system must also automatically collect samples, for quality control purposes, before treating the rubber sheet with an anti-tack water-solution coat. The rubber must be dried before being stacked in a wigwag arrangement on metallic skids: a palletising system suitable for completely hands-free operations. All sections of the batch-off system must be dimensioned properly to withstand the specified rubber sheet at the abovementioned throughput rate. All the structural parts that are in direct contact with the anti-tack solution and/or the rubber sheet must be manufactured in stainless steel, all the conveyor are impact, chemical and heat resistant Intralox link-chain belts.
The entire batch-off system must be provided with safety covers, electric locks on doors and light barriers to prevent the operators to enter or reach possibly dangerous area, adopting the necessary Health and Safety requirements appointed in the latest EU Machinery Directive.
Dip tank: the hot rubber sheet passing through the tank is submerged in the anti-tack water solution by the means of a pressure roll. The tank must have a dead-zone to settle solution solid particles; cleanout openings 200×300 mm (appropriately sealed) are designed for quick opening on both sides of the tank.
Cooling tunnel: the wet sheet hangs on anti-slip bars in the cooling tunnel, folded in loops deep 1800mm, with a pitch of 150 mm. High-efficiency and low-energy absorption fans blow air across the hanging sheets for drying and cooling, for which the overall installed airflow should be around 80.000m3/h at an outlet speed of approx. 10m/s. The tunnel has two access points for maintenance; a grate floor collects the water solution dripped from the rubber sheets and collect it in a separate tank. A step drive shifts the stock from the intake (behind the dip tank) through to the discharge position. A gripper takes out the beginning of the sheet and puts it on a take away conveyor. The conveyor transports the sheet via cutting device to the automatic stacking device.
Palletising system: an electro actuated gripping device automatically picks up the cooled and dried rubber sheet lifting it to the automatic cutting unit. The cutting device works on two axis: a transversal cut allows the pallet change, whilst longitudinal cut slits the sheet into several strips (adjustable widths). All the knives must be made in HSS working against a quenched steel anvil roll. The automatic stacking station allows the discharge of the rubber sheet on a skid as a seamless ribbon, a wig-wag pendulum must be foreseen to ensures high-folding precision. The skid change is completely automatic and hands-free, as a storage rack with 10 pallets capacity provides, by covered rails, the empty skid to the stacking station and subsequently places the fully loaded pallets into two buffer positions for forklifts take-away.

Electronic Systems had planned, designed and drawn all the particulars that compose the batch-off systems.

Implementation period should be in four months since awarding the contract. In the adverse event where quality and/or time-based requirements have not been reached, penalties might apply to the Contractor.
